Egypt allows EU envoy to see deposed president

CAIRO ? Egypt allowed Europe?s top diplomat to meet deposed Islamist president Mohamed Morsi on Monday, flying her after dark to Morsi?s secret detention facility but ruling out any role for him in ending the turmoil convulsing the country.

Catherine Ashton, the European Union?s foreign policy chief, became the first outsider to see Morsi since he was deposed by the army on July 3, taken into detention and placed under investigation on charges including murder.

His fate ? and a deadly crackdown by security forces on his supporters ? has raised global anxiety about a possible bid to crush Morsi?s Muslim Brotherhood, a movement that emerged from decades in the shadows to win power in elections after the 2011 uprising against Hosni Mubarak.

Ashton revealed little about what she called a ?friendly, open and very frank? two-hour conversation with the deposed president. An aide said they had ?in-depth? talks.

?I?ve tried to make sure that his family knows he is well,? said Ashton, who has emerged as one of the only figures accepted by both sides as mediator in a conflict that has found the United States cast as a meddling hand.

Flown to the meeting by military helicopter, Ashton said Morsi had access to television and newspapers and was informed about the situation in the country. ?I saw where he was,? she said. ?I don?t know where he is but I saw the facilities he has.?

Ashton spent Monday shuttling between Egypt?s rulers and the Brotherhood to try to pull the country back from more bloodshed.

In a possible sign of progress, a spokesman for Ashton said EU envoy Bernadino Leon would travel to Cairo on Wednesday to ?continue the work?.

Nearly 300 people have been killed in violence since Morsi was removed, including 80 of his supporters gunned down at dawn on Saturday as they marched from a month-long vigil at a mosque in northern Cairo.

The Brotherhood vows to protest until Morsi is reinstated. It said its supporters would be on the move again on Tuesday, though twice this week it has failed to follow through on pledges to march to sensitive security facilities in Cairo.

The US embassy said it was closing early on Tuesday in anticipation of marches in Cairo?s diplomatic district.

The crisis has left Washington treading a fine line with a pivotal Arab ally that it funds with $1.3 billion a year in military aid and whose stability is of crucial importance to Middle East peace.

Ashton stressed the need for an ?inclusive? process to ending the confrontation, one that would necessarily include the Brotherhood. But Egypt?s army-installed interim government made clear Morsi would not be part of it.

?No,? interim Vice President Mohamed Al Baradei told a joint news conference with Ashton when asked whether Morsi could be part of a future process of negotiation and reconciliation.

?I think there is a new road map,? Al Baradei said. ?Mr Morsi failed, but the Brotherhood very much continue to be part of the political process and we would like them to continue to be part of the political process.?

He said an end to violence, which the government blames on its foes, would allow the shutdown of the Brotherhood?s sit-in protests and create room for dialogue. The Brotherhood accuses the security forces of stirring up the violence to justify their crackdown on the Islamists.

Media have speculated about why the military-backed rulers would have allowed Ashton to meet the ousted leader, who had been kept incommunicado for a month.

She denied carrying an offer to Morsi of ?safe exit? if he were to renounce his claim to the presidency.

Many people have suggested such an arrangement could be part of a deal that would allow the Brotherhood to leave the streets and join an army-backed ?road map? to civilian rule, but would require Morsi to abandon his historic mandate as Egypt?s first freely-elected leader.

The road map envisions parliamentary elections in about six months to be followed by presidential polls. Accusing the army of mounting a coup, the Brotherhood says it wants nothing to do with it. The army said it acted in response to mass protests last month against Morsi.

Meeting Morsi was a condition of Ashton?s offer to visit Egypt, where she also met the general who removed him and other leaders on her second trip in 12 days.

Since the fall of Mubarak as the Arab Spring revolutions took hold more than two years ago, the Arab world?s most populous nation has remained in turmoil, arousing concern among allies in the West and in neighbouring Israel, with which Egypt has had a peace treaty since 1979.

Egypt?s authorities say Morsi is being investigated on accusations including murder, stemming from a 2011 jailbreak when he escaped detention during protests against Mubarak.

The Brotherhood says the accusations, including conspiring with the Palestinian group Hamas, are absurd and trumped up to justify his detention. He has not been officially charged.

French Foreign Minister Laurent Fabius called on Tuesday for Morsi to be released. Washington and other Western capitals have made similar calls.

Nothing to 'chuckle' about: Despite what Obama says, Keystone jobs no laughing matter [Video]

n an interview with the New York Times on Saturday, U.S. President Barack Obama ?chuckled? ? that?s what the Times called his reaction ? when he was asked about the number of jobs that would be created by the proposed Keystone XL pipeline.

?Republicans have said that this would be a big jobs generator. There is no evidence that that?s true,? said Obama. ?The most realistic estimates are this might create maybe 2,000 jobs during the construction of the pipeline ? which might take a year or two ? and then after that we?re talking about somewhere between 50 and 100 (chuckles) jobs in a economy of 150 million working people.? The Times actually added the word ?chuckles? to their report.

But it?s hard to find the humour. Five years after the Great Recession began, the U.S. unemployment rate has not returned to pre-recession levels. Worse, millions of Americans have dropped out of the workforce, giving up looking for jobs at all. The real youth unemployment rate ? including those who have stopped looking for a job ? is a staggering 23%.

Those young Americans might want one of those 2,000 construction jobs. TransCanada says it will be 20,000 construction jobs ? which sounds plausible, given that it?s a $7.6 billion dollar infrastructure project.

Obama?s own State Department conducted an exhaustive study on the pipeline ? several studies, actually, comprising more than 12,000 pages ? and they estimate building the pipe would create 42,000 jobs.

It?s surely true that the pipeline?s construction jobs would end once it?s constructed. That?s the nature of construction. Carpenters don?t stick around after a family has moved in to a house, either. But for 42,000 construction workers, the Keystone XL is the ?next? job they?ve been waiting for since it was first proposed by TransCanada back in 2008. They?re still waiting. Those who haven?t given up yet.

The U.S. government has been reviewing the project for close to five years. Which is longer than it took the U.S. to win the Second World War, after Pearl Harbor was attacked.

Perhaps Obama is unfamiliar or uncomfortable with jobs that are created by the private sector, jobs for which he cannot take political credit, jobs in red states, in the Republican heartland. His own life?s work, and his wife?s too, has been a series of public sector jobs from ?community organizer? to professor to politician. His own $26-billion green jobs plan ? including half a billion to the now-bankrupt solar panel company, Solyndra ? created less than 2,300 permanent jobs, or about $11 million a pop. And then there was his failed bailout of Detroit.

It isn?t the president?s job to approve or disapprove of pipelines; it?s not in the U.S. Constitution. The only reason Obama has any say in this pipeline is because it crosses the Canada-U.S. border.

There are more than 80 pipelines that cross the border. But this president is the first to make an international incident out of regular commerce ? and to hold thousands of U.S. jobs hostage

to wealthy environmental activists.

The Keystone XL pipeline will be approved one day. Perhaps politically bundled with a proposed new carbon tax; perhaps after the 2014 mid-term elections, once Obama wrings tens of millions more out of his eco-donors; perhaps in the final days of his administration in 2016. But every day that goes by, thousands of American workers sit on their hands. And OPEC princes laugh and laugh.

The Robots Are Coming (To Mow Your Lawn)

For some people, mowing the lawn is a meditative experience?a chance to tune out while getting a little exercise walking behind the lawnmower, inhaling the scent of freshly cut grass. It's good old-fashioned domestic man's work, like your father did before you, his father before him, and so on. Well, not me. I hate mowing the lawn. It's a numbingly repetitive, sweaty, noisy waste of time. My father hated it too. And I'm pretty sure his dad did before him.

Tell you what I do like, though: robots?love 'em! In fact, I would gleefully surrender every thankless bit of home landscaping to an automaton. So I decided to see if I could piece together a system wherein my lawn essentially would take care of itself. Yes, I could have hired a landscaping crew, but to me that was a dodge. I didn't want to pass off my dirty work to someone else. That's the beauty of robots?one day they may take over the world, but for now, they get the grunt work.

And, it's worth mentioning, I wanted a beautiful lawn?green, lush, carpetlike?something my family and I could really roll around on during a midsummer day. I just didn't want to sweat for it. The good news is that, for mowing, there's already a robot solution?a couple of them, in fact. Honda sells the Miimo; a company called LawnBott offers a variety of, well, lawn bots; and Friendly Robotics has a bunch of really friendly looking mowing robots. All of these systems seem pretty similar and promise essentially the same thing: to tame your turf with a minimum of human oversight.

I called up Husqvarna, a company with a long history in the grasscutting biz. Husqvarna also has deep experience with robotic lawnmowers; it introduced the first consumer model in 1995. Now it sells two: the Automower 230 ACX ($2700) and the Automower 265 ACX ($3700). A few weeks after my call, I got a big box with a 265 ACX and an appointment with company representatives Quinn Derby and Gent Simmons. They arrived a few days later, surveyed my postage-stamp-size lawn, looked at the box from their company, and concluded that the 265 was complete overkill. But the machine was there, so they decided to install it anyway.

Now, two animal analogies are useful for understanding the operation of the Automower. First, the machine works like a sheep, roaming about your lawn at random, nibbling away at the blades of grass in small increments. Second, the Automower is prevented from leaving your lawn in much the same way that a dog can be contained within an electric fence. That's what Derby and Simmons installed on my lawn?a fence for the robot. They laid down a low-voltage wire that creates a mild electromagnetic field so the robot can sense when it has reached the prescribed boundary, then back up, turn randomly, and proceed off in another direction.

Derby informed me that my lawn was an unusual one for the Automower. That's because I really have two lawns: a small one in the front of the house, and a larger one in the back, separated by a fence and a patio. I could tell that Derby is by nature a problem solver, as he described several ways he could attempt to string the wire to allow the robot to travel from my back lawn to the front lawn. But I imagined the poor, confused machine attempting to nudge aside patio furniture along the way, and I told Derby to fence them off separately?occasionally I'd just pick the thing up and move it to the front lawn myself.

The two men installed the perimeter wire and base station and then gave me some brief advice on programming the mower?1 hour, for four days a week, would keep the back lawn neat and tidy; 11/2 hours once a week would handle the front.

U.S. says JPMorgan manipulated market; settlement seen

WASHINGTON (Reuters) - The U.S. power regulator outlined its case of market manipulation against JPMorgan Chase & Co on Monday as industry sources said a final settlement on the issue should come on Tuesday.

Traders used improper bidding tactics in California and the Midwest to boost profits, officials said in a statement that brought to light some details of an extensive investigation.

Reports of that probe have circulated for months and a deal with the regulator could put an end to a distraction for JPMorgan Chief Executive Jamie Dimon.

The U.S. Federal Energy Regulatory Commission (FERC) staff has found "eight manipulative bidding strategies" used by a JPM affiliate in 2010 and 2011, the regulator said.

JPMorgan declined to comment.

Two industry sources said a settlement over the trades could come as early as mid-morning on Tuesday. The bank is expected to pay around $400 million to end the investigation and the settlement could include other payments, according to reports and an industry source.

Monday's regulatory move did not contain any mention of specific traders or commodities chief Blythe Masters, who had been mentioned in media reports as having been singled out by investigators.

The FERC action is a reminder of the tougher regulatory environment commodity traders are facing, particularly banks, which have been under intensifying public and political pressure over their ownership of things such as metals warehouses and power plants.

JPMorgan announced abruptly on Friday that it was quitting the physical commodity markets, seeking a buyer or partner to take over an operation that includes ownership of three power plants, as well as a handful of large tolling agreements.

The alleged violations in Monday's letter offered little new insight into the bank's trading, as most of the details had already been laid out in previous FERC filings.

If there is a settlement, JPMorgan would close the book on a probe that dates back more than two years when California's power grid operator noticed the bank was using an "abusive" trading strategy that effectively forced the grid to pay for plants to sit idle, ultimately adding to costs.

The FERC has been particularly active this month. The regulator approved a $470 million penalty against British bank Barclays Plc and four of its traders for manipulating California power markets. Barclays said it would fight the fine in court.

For JPMorgan, a deal would also allow CEO Jamie Dimon to make good on his promise to resolve multiple government investigations and regulatory run-ins over the past year. The bank, which is the biggest in the United States by assets, is under pressure in Washington for its size and for its $6.2 billion "London Whale" loss on derivatives trades last year.

Wildfire damages military power, data lines

FAIRBANKS, Alaska --?

A wildfire near Fairbanks earlier this summer damaged power lines and fiber optic cables on Eielson Air Force Base training grounds, but it won't affect the upcoming Red Flag-Alaska training exercise.

The Stuart Creek 2 wildfire took out more than 7 miles of power line and 2 miles of cable, but no military buildings were lost, the Fairbanks Daily News-Miner reported (http://is.gd/qLeuIw).

It hasn't yet been determined if the military will replace the power and data lines, Air Force spokesman Lt. Elias Zani said.

Other military areas are being used for training, and Zani said the damage won't interrupt the Red Flag training exercise planned from Aug. 8-23.

"It is expected that all training objectives will be met," Zani said.

The 133-square-mile wildfire started June 19 at the military's Yukon Training Area, about 25 miles east of North Pole.

Col. Ron Johnson, garrison commander at Fort Wainwright, has said the fire was caused by artillery training. But since making that comment, the military has stepped back, saying it's too early to determine the cause of the fire.

The wildfire spread beyond military lands, eventually destroying three cabins and two outbuildings.

The fire continues to burn, but its severity has been downgraded. The Alaska Division of Parks and Outdoor Recreation on Friday lifted access restrictions in the Chena River State Recreation Area, except for backcountry areas still close to the fire.

Musician JJ Cale dies; wrote Clapton, Skynyrd hits

If musicians were measured not by the number of records they sold but by the number of peers they influenced, JJ Cale would have been a towering figure in 1970s rock 'n' roll.

His best songs like "After Midnight," ''Cocaine" and "Call Me the Breeze" were towering hits ? for other artists. Eric Clapton took "After Midnight" and "Cocaine" and turned them into the kind of hard-party anthems that defined rock for a long period of time. And Lynyrd Skynyrd took the easy-shuffling "Breeze" and supercharged it with a three-guitar attack that made it a hit.

Cale, the singer-songwriter and producer known as the main architect of the Tulsa Sound, passed away Friday night at Scripps Hospital in La Jolla, Calif. His manager, Mike Kappus, said Cale died of a heart attack. He was 74.

While his best known songs remain in heavy rotation on the radio nearly 40 years later, most folks wouldn't be able to name Cale as their author. That was a role he had no problem with.

"No, it doesn't bother me," Cale said with a laugh in an interview posted on his website. "What's really nice is when you get a check in the mail."

And the checks rolled in for decades. The list of artists who covered his music or cite him as a direct influence reads like a who's who of the Rock and Roll Hall of Fame ? Clapton, Neil Young, Tom Petty, Johnny Cash, Mark Knopfler, The Allman Brothers, Carlos Santana, Captain Beefheart and Bryan Ferry among many others.

Young said in Jimmy McDonough's biography "Shakey" that Cale and Jimi Hendrix were the best guitar players he had ever heard. And in his recent memoir "Waging Heavy Peace," Young said Cale's "Crazy Mama" ? his biggest hit, rising to No. 22 on the Billboard singles chart ? was one of the five songs that most influenced him as a songwriter: "The song is true, simple, and direct, and the delivery is very natural. JJ's guitar playing is a huge influence on me. His touch is unspeakable."

It was Clapton who forged the closest relationship with Cale. They were in sync musically and personally. Clapton also recorded Cale songs "Travelin' Light" and "I'll Make Love To You Anytime" and included the Cale composition "Angel" on his most recent album, "Old Sock." Other songs like "Layla" didn't involve Cale, but clearly owe him a debt. The two also collaborated together on "The Road to Escondido," which won the Grammy Award for best contemporary blues album in 2008.

Clapton once told Vanity Fair that Cale was the living person he most admired, and Cale weighed the impact Clapton had on his life in a 2006 interview with The Associated Press: "I'd probably be selling shoes today if it wasn't for Eric."

That quote was typical of the always humble Cale. But while Clapton was already a star when he began mining Cale's catalog, there's no doubt the music they shared cemented his "Clapton is God" status and defined the second half of his career.

"As hard as I've tried I've never really succeeded in getting a record to sound like him and that's what I want," Clapton said in a "Fast Focus" video interview to promote "Escondido." ''Before I go under the ground, I want to make a JJ Cale album with him at the helm."

Clapton described Cale's music as "a strange hybrid. It's not really blues, it's not really folk or country or rock 'n' roll. It's somewhere in the middle."

Cale arrived at that intersection by birth. Born John Weldon Cale in Oklahoma City, he was raised in Tulsa. Buffeted by country and western on one side and the blues on the other, Oklahoma offered a melting pot of styles. Cale leaned on those styles as he spent his formative years in Los Angeles and Nashville, but he also used drum machines and often acted as his own producer, engineer and session player. He'd bury his own whispery vocals in the mix, causing the listener to lean in and focus.

"I think it goes back to me being a recording mixer and engineer," Cale said in a 2009 biography on his website. "Because of all the technology now you can make music yourself and a lot of people are doing that now. I started out doing that a long time ago and I found when I did that I came up with a unique sound."

"Duck Dynasty" will return for a fourth season on August 14.

Hold onto your beards. It looks like there's about to be a shake-up in the "Duck Dynasty" world.

Phil Robertson, the Duck Commander creator and papa of the Robertson clan, recently told Parade that he (and his epic beard) plans to leave the show in the near future.

?Not long," Phil said of how much longer he intends to participate in the show. "But I think it?ll go on without me.?

Indeed it will. The A & E hit show -- which, according to Parade, is the No.1 nonfiction cable series, is set to premiere its fourth season on Aug. 14. The new episodes will feature Phil and his duck-hunting family in all sorts of new scenarios. We can also expect to meet Alan, Phil and Kay's clean-shaven son, who will return to the family business during season four after spending 20 years as a preacher.

During a recent speech at a California church, Alan said he chose to step in front of the cameras to help spread his religious message.

"Because of my association with the show, I'll get to minister to a lot more people," Alan told the congregation. "Any person that's an evangelist, that's what you want to do, so I had to give this up for something possibly bigger."

Alan's wife, Lisa, will also join the cast for season four.

Despite their newfound fame, Willie, who serves as CEO of the family business, says that the Robertsons are closer than ever.

?It?s probably the opposite of most reality shows," he said. "And nobody gets a big head because we?re doing it all together.?

Thomas was also the first woman to join the White House Correspondents' Association, and served as White House correspondent for United Press International (UPI) for 39 years. (She then moved to Hearst, where she became a columnist with increasingly open political views, though she retained her prime spot at White House press briefings.) She covered every president from Kennedy to Obama. She was the only woman who traveled with Richard Nixon on his trip to China. She was the one who ended every presidential press conference by saying, on behalf of her fellow journalists, "Thank you, Mr. President."

    Thomas became known for her tough, relentless questioning of presidents and press secretaries. It was not an uncommon sight to see a president repeatedly saying, "Helen?Helen?Helen," as he tried to get a word in edgewise. She became a special foe of the Bush administration, whose policies she openly loathed. President Bush famously refused to call on her at press conferences for years at a time, perhaps due to exchanges like this one, as described by the AP:

    In March 2005, she confronted Bush with the proposition that "your decision to invade Iraq has caused the deaths of thousands of Americans and Iraqis" and every justification for the attack proved false.

    "Why did you really want to go to war?" she demanded.

    When Bush began explaining his rationale, she interjected: "They didn't do anything to you, or to our country."

    "Excuse me for a second," Bush replied. "They did. The Taliban provided safe haven for al-Qaeda. That's where al-Qaeda trained."

    "I'm talking about Iraq," she said...

    Thomas was at the forefront of women's achievements in journalism. She was one of the first female reporters to break out of the White House "women's beat" ? the soft stories about presidents' kids, wives, their teas and their hairdos ? and cover the hard news on an equal footing with men.

    She became the first female White House bureau chief for a wire service when UPI named her to the position in 1974. She was also the first female officer at the National Press Club, where women had once been barred as members and she had to fight for admission into the 1959 luncheon speech where Soviet Premier Nikita Khrushchev warned: "We will bury you."

    The belligerent Khrushchev was an unlikely ally in one sense. He had refused to speak at any Washington venue that excluded women, she said.

    Thomas fought, too, for a more open presidency, resisting all moves by a succession of administrations to restrict press access.

    "People will never know how hard it is to get information," Thomas told an interviewer, "especially if it's locked up behind official doors where, if politicians had their way, they'd stamp TOP SECRET on the color of the walls."..

    Her big break came after the 1960 election that sent Kennedy to the White House, and landed Thomas her first assignment related to the presidency. She was sent to Palm Beach, Fla., to cover the vacation of the president-elect and his family.

    JFK's successor, Lyndon Johnson, complained that he learned of his daughter Luci's engagement from Thomas's story.

    Bigger and better assignments would follow for Thomas, among them President Richard M. Nixon's breakthrough trip to China in 1972.

    When the Watergate scandal began consuming Nixon's presidency, Martha Mitchell, the notoriously unguarded wife of the attorney general, would call Thomas late at night to unload her frustrations at what she saw as the betrayal of her husband John by the president's men...

    Without looking it up, I'm sure it was something critical about Israel in regards to Palestine. she's Lebanese.

    The reason I didn't belabor it is, it's still relatively minor compared to her career and significance. I mean leveraging Kruschev to get over the ban of women reporters at that meeting in 1959? 1959! Come on, the woman's career is historic.

    I remember Martha Mitchells bathroom phone calls during Watergate, that was huge.

    Yah, I didn't care too much about the comment on Israel. She probably shouldn't have said it, but she deserves to be remebered for who she really was and what she really did.

    Well, at a late age she really soured her reputation with Israel comments. However, I thought she was kind of an ahole for a long time, me being old enough to remember.

    Nevertheless, historically, she is a tremendous figure for pushing against the soft soap Presidential press BS approach (Jay Carney included) and pushing against discrimination against women journalists in hard news.

    It's often the unlikeable people who are more significant in dealing with the powerful, probably because they don't care about being liked which often leads to the butt smooching we expect.

Argyll News: Scotland will not have tidal energy to export | For Argyll

Research by a team of Oxford University engineers, led by Dr Thomas Adcock and published in the current issue of the journal, Proceedings of the Royal Society A, has introduced realism into the Scottish Government?s claims that Scotland has 25% of Europe?s potential for tidal energy generation ? which it says would amount to 14GW.

This research reports a substantial gap between the reality of the still hugely substantial generative power of the tidal streams in the Pentland Firth and these Scottish Government estimates, published on the government website.

The scientists? findings indicate the potential energy from the number of turbines that could effectively be sited in the Pentland Firth as being, at best, 1.9GW and pointing to a more likely 1GW.

As they assert, this is still a mighty resource ? capable of supplying the annual power consumption of just under half of Scotland.

This would not, of course, produce a surplus for export, as has been a major selling point of the increasingly fragile independence prospectus.

Dr Adcock carefully describes the Scottish Government?s estimates of potential output? as: ??considerably higher than what we are giving in this study.

?There?s a huge amount of tidal power there but it?s certainly not the case that Scotland will be able to export its tidal energy.?

The difference between the government?s estimates and the scientists? findings arises from the research work in calculating the maximum number of turbines that could be installed in the Pentland Firth without negatively impacting on the flow to the point where it was producing very little.

These calculations suggest that the maximum achievable output would be achieved from three rows of turbines set across the full width of the Firth ? which would block a large percentage of the channel.

The study says that this array would produce a power output that: ?would match or exceed? the wind turbines which are its competitors for investment.

A major conclusion of the study is that piecemeal installation of tidal turbines in the Pentland Firth would be counterproductive, leading to some turbines cancelling each other out.

The challenge for Scotland, in supplying this potential contribution to its own energy needs will be the management of the Pentland Firth as a single resource, with turbines arranged in a masterplan to maximise production to achieve the likely 1 GW.

If this is not done, the output will be less than the research has identified as achievable in a well designed single installation.

A key issue in achieving the necessary uniform strategic development plan for the Firth is the practice of the Crown Estate Commission of issuing to individual developers exploration licences which would later be capable of being translated into production licences.

The Commissioners have already begun leasing arrangements with developers for projects of up to 1.6GW in the Pentland Firth.

This piecemeal revenue-driven modus operandi simply cannot be allowed to cripple the potential of our major tidal energy resource.

The report suggests that another challenging aspect of the development of this resource would? be the need to store surplus energy produced in the run of Spring tides ? and feed that back in during the lesser productivity of neap tides.

The issues raised in this study are likely to have relevance in the management of tidal energy generation in other important tidal streams in Scotland ? like Argyll?s Sound of Islay.

The former head of the US Central Intelligence Agency said he is aware of hard evidence that Huawei Technologies has spied for the Chinese government, the Australian Financial Review newspaper reports.

Michael Hayden, also the former head of the US National Security Agency (NSA), said in an interview with the paper that Huawei had "shared with the Chinese state intimate and extensive knowledge of the foreign telecommunications systems it is involved with".

"I think that goes without saying," he was quoted as saying.

The newspaper reported Hayden said intelligence agencies have hard evidence of spying activity by the world's No. 2 telecoms equipment maker. It did not detail that evidence.

Huawei, founded in 1987 by former People's Liberation Army officer Ren Zhengfei, has repeatedly denied being linked to the Chinese government or military or receiving financial support from either.

Mr Hayden is a director of Motorola Solutions, which provides radios, smart tags, barcode scanners and safety products.

Huawei and Motorola Solutions had previously been engaged in intellectual property disputes for a number of years.

Huawei Global Cyber Security Officer John Suffolk described the comments made by Mr Hayden as "tired, unsubstantiated defamatory remarks" and challenged him and other critics to present any evidence publicly.

"Huawei meets the communication needs of more than a third of the planet and our customers have the right to know what these unsubstantiated concerns are," Mr Suffolk said in a statement emailed to Reuters.

"It's time to put up or shut up," he said.

The report came a day after Britain announced it would review security at a cyber-centre in southern England run by Huawei to ensure that the British telecommunications network is protected.

In October 2012, the US House of Representatives' Intelligence Committee urged American firms to stop doing business with Huawei and ZTE, warning that China could use equipment made by the companies to spy on certain communications and threaten vital systems through computerised links.

The Australian government has barred Huawei from involvement in the building of its A$37.4 billion ($43 billion) National Broadband Network.

Dollar off 3-week low, shares flat before Bernanke testimony

LONDON (Reuters) - The dollar steadied after climbing off a three-week low and stock markets were in a holding pattern on Wednesday, as investors awaited fresh clues on how the U.S. Federal Reserve plans to scale back its stimulus programme.

After a quiet day in Asia, Europe's broad FTSEurofirst 300 share index inched up 0.1 percent, as London's FTSE, Frankfurt's DAX and Paris's CAC 40 all clawed back some of Tuesday's minor falls.

Focus was squarely on a testimony to U.S. congress later by Fed Chairman Ben Bernanke. He is expected to use the appearance to calm market worries about life without the central bank's $85-billion-a-month bond-buying programme.

The dollar was steady as European trading gathered pace having climbed off a three-week low overnight. Investors were wary of being long the dollar after Bernanke last week caused a shakeout of positions with comments that were considered unexpectedly dovish.

"The market was quite long of dollars then it got that shock," said head of FX at Saxo Bank John Hardy. "A very dovish outcome from the testimony could see some short-term dollar weakness but it could turn around pretty quickly, so we'll see."

European markets were also eyeing the minutes from Mark Carney's first meeting in charge of the Bank of England, due for release at 0830 GMT. UK unemployment data is out at same time.

Benchmark UK gilts and German Bund futures were both keeping to tight ranges and investors waited on the sidelines. Bunds were 10 ticks higher on the day at 143.79. The market also absorbs German 10-year bonds later.

Third stage win for Froome in Tour de Force

CHORGES, France (AP) ? Even when he expects to lose, Tour de France champion-in-the-making Chris Froome cannot help but win. He's that strong and he's making it look easy.

On a day when the British rider was planning to save some energy for upcoming mountains, Froome still brushed aside the field and took his third stage win of this 100th Tour.

Alberto Contador, Froome's Spanish rival still trying to make a fight of this one-sided battle, gave his all in Wednesday's Alpine time trial. His face contorted in a grimace of effort as he sprinted out of the saddle to the line, while spectators whipped up a thunderclap of noise by banging their fists on the barriers.

Froome, having set off behind Contador, sped in a few moments later. He, too, rode hard but looked more comfortable with his easy-on-the-eye pedaling style, perched on his saddle, legs pumping underneath him like pistons in an ocean liner's engine room.

Contador shook his head and shrugged his shoulders when television flashed that Froome beat his time by 9 seconds. This was another opportunity lost for Contador ? 4 minutes, 34 seconds back in second place in the overall standings? to make victory for Froome in Paris on Sunday at least feel less inevitable.

"Froome is in impressive shape," was the understated assessment of the 2007 and '09 winner who was stripped of his 2010 victory for a failed doping test.

The last Tour champion ? now ex-champion ? to carry as many stage wins as Froome to Paris was Lance Armstrong. That was in 2004, when Armstrong won five stages and declared he'd be giving "no gifts" to his rivals. That is all just a bad memory now. This Tour is the first since the serial doper's name was erased last year from the race's honor roll, literally crossed out in the official history book.

Froome swears that won't happen with him. He has repeatedly said when asked at this Tour that he is riding clean ? an assurance that only has limited value in the poisonous atmosphere of doubt that is a legacy of the Armstrong years and the American's confession to Oprah Winfrey this January that he cheated for all seven of his Tour wins, from 1999-2007.

"The problem today is that we are traumatized by the past," Stephane Heulot, manager of the French Sojasun team, said in an interview. "We've seen too many stories like this. We've seen too many riders swearing on the heads of their kids, their grandmothers, their mothers that they're completely clean and then ? bam! ? 15 years, 10 years, five years later we're told other things. Someone's word no longer means anything. We can't rely on that."

A union that represents about 600 professional riders from seven European nations supported Froome on Wednesday against what it called "unjustified allegations of doping."

"It's not fair to blame someone without evidence against him," Gianni Bugno, president of the Association of Professional Riders, said in a statement. "We demand more respect for Chris and for all the riders."

In four days, as long as he gets through the Alps, Froome will be able to sip champagne in the saddle on the final ride to the Champs-Elysees, unusually staged in the evening this year. That would make it two victories in a row for Britain and for Team Sky, after Bradley Wiggins' win last year.

With wins in the Pyrenees and on Mont Ventoux, Froome has shown excellence going uphill. It would be a big surprise if he wilted on the three days of Alpine climbs that start on Thursday with a double ascent to the ski station of L'Alpe d'Huez, with its 21 hairpins bends to the top. Done twice, that's 42 bends packed with spectators to be negotiated. It promises to be frenzied and spectacular ? a dramatic crescendo for what already has been a highlight-rich Tour.

But there are questions about how comfortable Froome is speeding downhill. He has voiced concern about a hairy descent without safety barriers that the pack tackles between the first and second ascents to L'Alpe d'Huez. He appealed to race organizers to cancel the Col de Sarenne descent and make the pack ride just once to L'Alpe d'Huez if it rains Thursday.

"Just in terms of the safety of the riders, I think that has to come first," Froome said.

That eventuality was ruled out by Jean-Francois Pescheux, the event director.

"This is the Tour de France. Rain hasn't ever stopped the Tour de France. It would have to really be a natural catastrophe that blocked the road or something like that," he told The Associated Press.

"Rain isn't the enemy of the cyclist ? it's part of the sport!"

It was certainly part of Wednesday's time trial, but not as much as initially feared. While it did rain on parts of the course, the forecast storms hit only after Stage 17 finished. That was a relief because the route went up two climbs in the mountains above the man-made Serre-Poncon lake. The twisting descents could have been terribly treacherous if wetter.

Froome covered the 20 miles in 51 minutes, 33.66 seconds.

"I went into today thinking: 'OK, I'm going to give this a really good shot, but I'm not going to empty myself," Froome said. "I really expected to lose at least 30 seconds to a minute to some of the best riders."

Contador's gutsy ride bumped him up from third to second in the overall standings, although he is more than four minutes back from Froome.

"When you are second, it's easier to get to first place," Contador said hopefully. "But it's true that he is very strong."

Bauke Mollema dropped from second to fourth overall. The Dutch rider went too fast into a right-hand bend, slapped into the barriers and briefly came to a stop.

Some riders chose road bikes for the tough course. Contador opted for a time trial bike with an aerodynamic back wheel. Froome used both ? switching from an adapted road bike to a time trial bike for the final descent into the town of Chorges.

"The first bike was more adapted to climbing," Froome said. "The second bike was a little faster."

Allowing computers to understand and translate sign language has long been a goal of developers aiming to empower deaf or hard of hearing people. Microsoft's Kinect depth-sensing camera has allowed major strides in this area ? as demonstrated by this Microsoft Research project.

The team, composed of members from Microsoft Research Asia and the Chinese Academy of Sciences, presented their work at Microsoft's 2013 Faculty Summit earlier this week.

Kinect can detect where your limbs are as well as, to a certain extend, the position of your hands and fingers. By tracking the position of the user's hands closely, many signs can be detected instantly. The video above shows the Kinect's "thought process."

Of course, one might ask, when someone who is deaf is using a computer, why they don't simply use the keyboard? They do, of course, but sign language is the primary means of communication for many, just as spoken language is for those who can hear. Interacting naturally with computers and phones through speech recognition is something consumers are interested in, and training computers to recognize gestural language seems a natural extension of that.

There have been other projects to digitize sign language, but this is perhaps the most promising; electronic gloves have good performance but are expensive to make, and while ordinary webcams might work for some gestures, they're far from ideal due to differences between cameras.

On the other hand, the Kinect is widely available, reasonably accurate, and the software behind this can likely be adapted to other depth-sensing cameras ? perhaps even Microsoft's own improved Kinect, which will be available in November with the Xbox One.

The software isn't ready for prime time yet ? it's still just an experiment, albeit a successful one. But perhaps it won't be long before the hearing impaired can sign to the computer just as easily as they might to each other. You can read the paper the team presented this week at this link (PDF).

BIG BROTHER AFRICA: The Chase- Meet The Emerald Housemates


On Friday 19 July, the Diamond and Ruby houses will merge. In addition, six fake Emerald housemates will join The Chase during the Airtel Arena Showdown and will stay on for a few days to spice up the game and will bring lots of excitement and intrigue.

Their objective is to confuse the other housemates and convince them that the Emerald house is real. The housemates are: Sophie (Uganda); JJ (Zimbabwe); Jazz (Kenya); Busi (South Africa); Eveva (Zambia) and Alusa (Kenya).

Alusa (Kenya)
Age: 32

Alusa - Kenya (2)

TV Entertainer Alusa is a married father of two. He has a Diploma in Communications and hails from Nairobi. He lists Sauti Sol as his favourite musician and his favourite screen star is Denzel Washington, because ?he?s an intense and passionate actor?.

Alusa says the best things about Africa are the diversity in landscape and culture of the people. His favourite places in Kenya are his village ? Kakamega ? and Mombasa. Outside of his home country, his favourite place is Greece, because of its rich historical culture.

His role model is Bishop TD Jakes, because ?He?s not only a religious leader but also a smart and influential businessman in the modern world?. The achievement he?s most proud of? Being nominated for an Emmy award for a radio drama he directed: ?Songo Love?.

Alusa says having Africa?s eyes on him 24/7 will be ?a bit intimidating and very challenging?. He warns viewers to ?expect the unexpected? from him, and promises ?mad fun & energy?. He says his strategy as an Emerald housemate is to ?pretend, pretend, pretend. I have so much information on them so I know which buttons to press.?

Busi (South Africa)
Age: 23

Third year BA Marketing student Busi describes herself as ?spontaneous, opinionated, open-minded and friendly?. She feels she can strike up a conversation with anybody and also express herself and her opinions without holding back. She values honesty, friendliness and open-mindedness in others.

Busi?s favourite book is Redeeming Love by Francine Rivers and on the small screen, she enjoys watching Keeping Up With The Kardashians, The Vampire Diaries, Modern Family and, of course, Big Brother Africa. Her favourite actors are Leonardo di Caprio, Johnny Depp, Kate Winslet and Kate Blanchett ? no wonder Titanic is one of her favourite films.

Her favourite place in South Africa is Rosebank in Johannesburg, and the thing she likes most about the continent is the way its people pull together in support of a common cause. Away from home, she loves New York because of the fast pace, opportunities and the way people can express themselves.

Her mom has played a major role in her life, guiding her through every disappointment. In her time as an Emerald housemate, she promises to deliver entertainment, confusion, a fashion extravaganza, openness, laughs, drama and intrigue for viewers.

Eveva (Zambia)
Age: 27

Massage therapist Eveva is from Chipata and enjoys music by Bob Marley, Rihanna, Shakira and Espee and her favourite actress is Julia Roberts. Her favourite book is The Secret and her favourite TV show is The Oprah Winfrey Show.

She lists her mom as her role model, praising her as ?a strong woman?. She is inspired by Russell Simmons, because of his business savvy. The achievement she?s most proud of is opening her own massage parlour, because she has always dreamed of running her own business.

Eveva?s favourite place in Zambia is Livingstone and says the best thing about Africa is that the people are very loving and friendly. Her favourite place outside of the continent is Holland, ?because the people are open-minded?.

She feels ?honoured and blessed? that Africa will be watching her 24/7 in the Big Brother house, promising viewers entertainment and lots of drama, her strategy in the house is ? to be herself?. Asked to describe herself in five words, she lists: ?hyper, hardworking, efficient, outgoing & crazy?.

Jazz (Kenya)
Age: 26

Jazz - Kenya

Copywriter Jazz describes herself as fun, lovable, humorous and cute. She considers herself to be a friendly person who enjoys comforting people and making them feel special & loved. Jazz likes people with a sense of humour and openness ? ?whether bad or good, at least you know who you?re dealing with?.

Her favourite TV shows are Modern Family and Game of Thrones, with her recent favourite film: The Best Exotic Marigold Hotel. She has a number of favourite actors, but singles out Bill Nighy as one.

Jazz says the best things about Africa are the weather, the people and the wildlife. Her favourite place in Kenya is the Shaba Game Lodge, with Australia her favourite place outside the continent.

Her mom is her role model, because she raised her and her two brothers alone. She says her family has taught her to be who she is today.

She?s excited and nervous to have the continent?s eyes on her in The Chase, but says: ?I was born to do this!? her strategy is to shock and surprise the current housemates.

JJ (Zimbabwe)
Age: 22

JJ - Zimbabwe

Harare-born JJ is a singer and songwriter from Zimbabwe, with a National Diploma in Media. His favourite books are 48 Laws of Power and The Secret and his favourite movies include American Gangster, 300 and The Vow.

He describes himself as ?fun, ambitious, happy, loving and warm? and says the thing he likes most about himself is his ?chilled quality?. JJ likes ?happy, smiley people? but dislikes people who are ?full of themselves?.

JJ cites his dad as his role model and says the best thing about Africa is its people and his favourite place in Zimbabwe is Nyanga, ?because of the fresh air?. Outside of Africa, his favourite place is Studio 25 in Manchester, which was a roof over his head ?when times were tough?. The achievement he?s most proud of so far is the release of his first single ? internationally ? this year.

His strategy as an Emerald housemate is to confuse the current housemates and use reverse psychology on them. He says that viewers can expect ?laughs, jokes and fun times? when he?s in the house.

Sophie (Uganda)
Age: 22

Nicknamed ?Little One?, Sophie is a freelance jewellery and clothing designer from Kampala. She describes herself as ?tolerant, candid, silly, real and loud?. Her favourite personal quality is that she?s not easily angered and doesn?t bear grudges. She dislikes people who are rude, dishonest or hypocritical.

Sophie lists her favourite TV show as Shameless and she likes the music of Lady Gaga, Liquideep, Nas, Asa and Jason Mraz, while her favourite movies include A Bronx Tale, The Lion King and The Dictator.

She says the best thing about Africa is the people: ?Africans are warm, welcoming, full of life and smiles despite their everyday struggles?. Her favourite place in Uganda is a small town called Kilemba ? she calls it ?a little piece of heaven?. She also loves Venice, despite never having been there, calling it ?truly beautiful?.

Sophie cites her mom as her role model. ?Her devotion to my sister and my wellbeing is just inspirational ? everything she has done was for our comfort,? she says.

She says viewers can expect her to be ?real and different? and her strategy is to stick with her fellow Emerald housemate on their mission as fake Big Brother housemates.
