U.S. says JPMorgan manipulated market; settlement seen

WASHINGTON (Reuters) - The U.S. power regulator outlined its case of market manipulation against JPMorgan Chase & Co on Monday as industry sources said a final settlement on the issue should come on Tuesday.

Traders used improper bidding tactics in California and the Midwest to boost profits, officials said in a statement that brought to light some details of an extensive investigation.

Reports of that probe have circulated for months and a deal with the regulator could put an end to a distraction for JPMorgan Chief Executive Jamie Dimon.

The U.S. Federal Energy Regulatory Commission (FERC) staff has found "eight manipulative bidding strategies" used by a JPM affiliate in 2010 and 2011, the regulator said.

JPMorgan declined to comment.

Two industry sources said a settlement over the trades could come as early as mid-morning on Tuesday. The bank is expected to pay around $400 million to end the investigation and the settlement could include other payments, according to reports and an industry source.

Monday's regulatory move did not contain any mention of specific traders or commodities chief Blythe Masters, who had been mentioned in media reports as having been singled out by investigators.

The FERC action is a reminder of the tougher regulatory environment commodity traders are facing, particularly banks, which have been under intensifying public and political pressure over their ownership of things such as metals warehouses and power plants.

JPMorgan announced abruptly on Friday that it was quitting the physical commodity markets, seeking a buyer or partner to take over an operation that includes ownership of three power plants, as well as a handful of large tolling agreements.

The alleged violations in Monday's letter offered little new insight into the bank's trading, as most of the details had already been laid out in previous FERC filings.

If there is a settlement, JPMorgan would close the book on a probe that dates back more than two years when California's power grid operator noticed the bank was using an "abusive" trading strategy that effectively forced the grid to pay for plants to sit idle, ultimately adding to costs.

The FERC has been particularly active this month. The regulator approved a $470 million penalty against British bank Barclays Plc and four of its traders for manipulating California power markets. Barclays said it would fight the fine in court.

For JPMorgan, a deal would also allow CEO Jamie Dimon to make good on his promise to resolve multiple government investigations and regulatory run-ins over the past year. The bank, which is the biggest in the United States by assets, is under pressure in Washington for its size and for its $6.2 billion "London Whale" loss on derivatives trades last year.

Wildfire damages military power, data lines

FAIRBANKS, Alaska --?

A wildfire near Fairbanks earlier this summer damaged power lines and fiber optic cables on Eielson Air Force Base training grounds, but it won't affect the upcoming Red Flag-Alaska training exercise.

The Stuart Creek 2 wildfire took out more than 7 miles of power line and 2 miles of cable, but no military buildings were lost, the Fairbanks Daily News-Miner reported (http://is.gd/qLeuIw).

It hasn't yet been determined if the military will replace the power and data lines, Air Force spokesman Lt. Elias Zani said.

Other military areas are being used for training, and Zani said the damage won't interrupt the Red Flag training exercise planned from Aug. 8-23.

"It is expected that all training objectives will be met," Zani said.

The 133-square-mile wildfire started June 19 at the military's Yukon Training Area, about 25 miles east of North Pole.

Col. Ron Johnson, garrison commander at Fort Wainwright, has said the fire was caused by artillery training. But since making that comment, the military has stepped back, saying it's too early to determine the cause of the fire.

The wildfire spread beyond military lands, eventually destroying three cabins and two outbuildings.

The fire continues to burn, but its severity has been downgraded. The Alaska Division of Parks and Outdoor Recreation on Friday lifted access restrictions in the Chena River State Recreation Area, except for backcountry areas still close to the fire.

Musician JJ Cale dies; wrote Clapton, Skynyrd hits

If musicians were measured not by the number of records they sold but by the number of peers they influenced, JJ Cale would have been a towering figure in 1970s rock 'n' roll.

His best songs like "After Midnight," ''Cocaine" and "Call Me the Breeze" were towering hits ? for other artists. Eric Clapton took "After Midnight" and "Cocaine" and turned them into the kind of hard-party anthems that defined rock for a long period of time. And Lynyrd Skynyrd took the easy-shuffling "Breeze" and supercharged it with a three-guitar attack that made it a hit.

Cale, the singer-songwriter and producer known as the main architect of the Tulsa Sound, passed away Friday night at Scripps Hospital in La Jolla, Calif. His manager, Mike Kappus, said Cale died of a heart attack. He was 74.

While his best known songs remain in heavy rotation on the radio nearly 40 years later, most folks wouldn't be able to name Cale as their author. That was a role he had no problem with.

"No, it doesn't bother me," Cale said with a laugh in an interview posted on his website. "What's really nice is when you get a check in the mail."

And the checks rolled in for decades. The list of artists who covered his music or cite him as a direct influence reads like a who's who of the Rock and Roll Hall of Fame ? Clapton, Neil Young, Tom Petty, Johnny Cash, Mark Knopfler, The Allman Brothers, Carlos Santana, Captain Beefheart and Bryan Ferry among many others.

Young said in Jimmy McDonough's biography "Shakey" that Cale and Jimi Hendrix were the best guitar players he had ever heard. And in his recent memoir "Waging Heavy Peace," Young said Cale's "Crazy Mama" ? his biggest hit, rising to No. 22 on the Billboard singles chart ? was one of the five songs that most influenced him as a songwriter: "The song is true, simple, and direct, and the delivery is very natural. JJ's guitar playing is a huge influence on me. His touch is unspeakable."

It was Clapton who forged the closest relationship with Cale. They were in sync musically and personally. Clapton also recorded Cale songs "Travelin' Light" and "I'll Make Love To You Anytime" and included the Cale composition "Angel" on his most recent album, "Old Sock." Other songs like "Layla" didn't involve Cale, but clearly owe him a debt. The two also collaborated together on "The Road to Escondido," which won the Grammy Award for best contemporary blues album in 2008.

Clapton once told Vanity Fair that Cale was the living person he most admired, and Cale weighed the impact Clapton had on his life in a 2006 interview with The Associated Press: "I'd probably be selling shoes today if it wasn't for Eric."

That quote was typical of the always humble Cale. But while Clapton was already a star when he began mining Cale's catalog, there's no doubt the music they shared cemented his "Clapton is God" status and defined the second half of his career.

"As hard as I've tried I've never really succeeded in getting a record to sound like him and that's what I want," Clapton said in a "Fast Focus" video interview to promote "Escondido." ''Before I go under the ground, I want to make a JJ Cale album with him at the helm."

Clapton described Cale's music as "a strange hybrid. It's not really blues, it's not really folk or country or rock 'n' roll. It's somewhere in the middle."

Cale arrived at that intersection by birth. Born John Weldon Cale in Oklahoma City, he was raised in Tulsa. Buffeted by country and western on one side and the blues on the other, Oklahoma offered a melting pot of styles. Cale leaned on those styles as he spent his formative years in Los Angeles and Nashville, but he also used drum machines and often acted as his own producer, engineer and session player. He'd bury his own whispery vocals in the mix, causing the listener to lean in and focus.

"I think it goes back to me being a recording mixer and engineer," Cale said in a 2009 biography on his website. "Because of all the technology now you can make music yourself and a lot of people are doing that now. I started out doing that a long time ago and I found when I did that I came up with a unique sound."

"Duck Dynasty" will return for a fourth season on August 14.

Hold onto your beards. It looks like there's about to be a shake-up in the "Duck Dynasty" world.

Phil Robertson, the Duck Commander creator and papa of the Robertson clan, recently told Parade that he (and his epic beard) plans to leave the show in the near future.

?Not long," Phil said of how much longer he intends to participate in the show. "But I think it?ll go on without me.?

Indeed it will. The A & E hit show -- which, according to Parade, is the No.1 nonfiction cable series, is set to premiere its fourth season on Aug. 14. The new episodes will feature Phil and his duck-hunting family in all sorts of new scenarios. We can also expect to meet Alan, Phil and Kay's clean-shaven son, who will return to the family business during season four after spending 20 years as a preacher.

During a recent speech at a California church, Alan said he chose to step in front of the cameras to help spread his religious message.

"Because of my association with the show, I'll get to minister to a lot more people," Alan told the congregation. "Any person that's an evangelist, that's what you want to do, so I had to give this up for something possibly bigger."

Alan's wife, Lisa, will also join the cast for season four.

Despite their newfound fame, Willie, who serves as CEO of the family business, says that the Robertsons are closer than ever.

?It?s probably the opposite of most reality shows," he said. "And nobody gets a big head because we?re doing it all together.?
